Raising corporate taxes in a global economy

One downside to raising corporate income taxes in a global economy is that international companies can move their headquarters to a country with lower taxes. This is exactly what is happening with many US oil companies now that President Obama is proposing raising income taxes. Many companies are considering moving their headquarters to Switzerland which has very low tax rates.
